Hard for me to tell if it is low or just seasonal low. Japanese streams are quite varied in that they handle lots of snow run off. This stream drains watershed near Mt Fuji. It looks like many streams all over Japan. I think it looks a little low too but might just bee after the run off. All depends on how much snow from the year before. This is from June of 2013.
